FEMA Public Assistance Differs for COVID-19: Key Funding Distinctions for Hospitals
Based on Advis’ 15 years of experience directly managing the reimbursement process for private non-profit health systems in compliance with the Federal Emergency Management Agency (“FEMA”) Public Assistance (“PA”) program, our FEMA consulting experts have identified several key distinguishing factors between the current COVID-19 event and prior natural/weather-related catastrophes for which FEMA is normally prepared. These distinctions are critical to health systems, hospitals, and other providers as they seek FEMA funding. This paper identifies the significant differences, discusses the relevance of each, and provides applicable funding guidance for providers. The goal is to share meaningful knowledge and insight so that appropriate considerations may be given, and, when necessary, providers may implement the requisite internal controls to optimize available FEMA funding.
