FEMA Sets New Category Z Deadline to Incur and Closeout Deadlines

Earlier this week, the Federal Emergency Management Agency (FEMA) notified state agencies that August 10, 2026, is a firm deadline for having all COVID-19 projects closed out. We recommend reviewing state-specific requirements, such as incorporating Requests for Reimbursement (RFRs) into the appropriate state grant management systems. Advis also anticipates increased FEMA and/or state agency activity, including requests for information to applicants with short deadlines to respond.

FEMA also established a deadline of May 11, 2026, to incur and report management costs. While many applicants have already filed their Category Z management cost applications, those with Category B filings that have not yet been fully obligated will need to amend their Category Z filings to receive the maximum allowed reimbursement
