Robert Monroe is Vice President and General Counsel of Advis, Inc.

Robert is focused on healthcare provider regulatory reimbursement matters and facility development. As a vital team player, Robert  counsels providers with respect to Medicare and Medicaid conditions of participation and payment, coding and claims requirements, organizational structuring, compliance and much much more. Robert’s experience and vast industry knowledge is regularly the key to achieving a provider’s goals.

As an Advis team member par excellence, Rob has performed multiple onsite provider audits while developing advanced procedures, patient notices, and other compliance materials for providers. On an almost daily basis, Rob advises institutional clients on a wide range of federal and state regulatory issues. Rob is also involved in the preparation of certificate of need (CON) applications in multiple states where development of healthcare facilities depends upon success. These applications include, but aren’t limited to, providing expert testimony at CON hearings, facilitating change of ownership documentation, and preparing providers for Medicare Certification and Joint Commission surveys.

Rob is versed at representing providers who seek initial and revised Joint Commission deemed status accreditation awards. He has determined the feasibility of, as well as developed, multiple provider- based facilities, including joint venture hospital-based models. Rob provides regulatory consultation and development services to all types of hospital providers: acute care, long-term care, psychiatric, rehabilitation, cancer, ambulatory surgical centers, and group practice, to name only the most prominent examples of his noteworthy work product.

Before joining Advis, Mr. Monroe served on the editorial board of the Journal of Health and Hospital Law, the board of a long- term care hospital, and the stewardship committee of a nonprofit multi-stake skilled nursing and assisted living facility chain. Rob is a graduate of The University of Illinois at Urbana-Champaign and received his Juris Doctorate from DePaul University College of Law.
